<p><strong><em>Objective:</em></strong><em> This study aims to analyze the effectiveness of the Integrated Queue Information System (SIANTER) in improving public services in the Sidoarjo Regency Public Service Mall. <strong>Method:</strong> This study uses a qualitative descriptive approach by collecting data through observation, interviews, and documentation. The analysis uses the theory of organizational effectiveness of Richard M. Steers (1985) which includes the achievement of goals, integration, and adaptation.<strong> Results:</strong> The results of the study show that SIANTER is less effective in improving public services. In achieving goals, SIANTER is able to help organize queues, but there are still limitations in providing ease of service. In integration, coordination between parties has gone well, but is constrained by limited human resources and supporting facilities. In adaptation, managers are able to make adjustments to various obstacles, but they are not optimal due to limited human resources and facilities.<strong> Novelty:</strong> This study shows that the effectiveness of SIANTER is not only determined by its ability to manage queues, but also by integration between parties, the availability of resources and facilities, and the ability to adapt to service constraints.</em></p>Inna Sukma Bunga Utama, Eni Rustianingsih

<p><strong><em>Objective:</em></strong><em> This study aims to examine the implementation of Posyandu (Integrated Health Post) services in improving the health quality of children under five in Jenggot Village, Krembung District, Sidoarjo Regency. The study is grounded in the vital role of Posyandu as a community-based health service supporting national efforts to reduce stunting rates and improve maternal and child health. <strong>Method:</strong> A descriptive qualitative method was employed, utilizing data collection techniques such as observation, interviews, and documentation. The analysis draws upon Duncan’s theory of organizational effectiveness, focusing on three key indicators: goal attainment, integration, and environmental adaptation. <strong>Results:</strong> The findings indicate that Posyandu services operate regularly and involve various stakeholders—including health volunteers, the Community Health Center (Puskesmas), and the local community—yet effectiveness remains suboptimal due to challenges regarding volunteer communication and a manual record-keeping system. The Posyandu demonstrates adaptability to residents' needs, evidenced by schedule adjustments and health education tailored to local requirements. <strong>Novelty: </strong>The novelty of this study lies in its application of classical effectiveness theory to evaluate Posyandu service performance and its emphasis on the digitalization of record-keeping systems as a strategic measure to enhance the efficiency and quality of health services at the village level.</em></p>Imroatul Firda Febriyanti, Eni Rustianingsih

<p><strong><em>Objective:</em></strong><em> This study aims to analyze the implementation of the E-Buddy Application in improving administrative services at Kenongo Village. The analysis is based on Charles O. Jones’ policy implementation theory, which emphasizes three main indicators: organization, interpretation, and application. <strong>Method:</strong> This research employs a descriptive qualitative approach. Data were collected through interviews, observation, and documentation involving key informants, including the Head of Kenongo Village and administrative staff responsible for operating the E-Buddy system. Data analysis was conducted using the Miles and Huberman interactive model, consisting of data collection, data reduction, data display, and conclusion drawing. <strong>Results</strong>: The findings reveal that the implementation of the E-Buddy application has contributed to improving efficiency, transparency, and effectiveness in village administrative services, particularly in digital correspondence management and employee attendance systems. From the organizational aspect, task distribution and coordination have been structured properly, although minor technical and network issues still occur. In terms of interpretation, village officials have demonstrated adequate understanding after receiving training. Regarding application, the system has been consistently utilized in daily administrative activities, despite the need for improvements in system reliability and communication procedures<strong>. </strong> <strong>Novelty: </strong>This study provides an in-depth analysis of digital administrative transformation at the village level using Charles O. <p><strong><em>Objective:</em></strong><em> This study aims to collect and describe information, data, and various problems in depth regarding the implementation of inclusive education programs at SDN Keboguyang through observation, interview, and documentation techniques. <strong>Method:</strong> This study uses a qualitative research method with a descriptive approach. Informants were selected using purposive sampling techniques including the coordinator of HWDI Sidoarjo, the Sidoarjo Regency Inclusion Working Group, school principals, inclusion teachers, and parents of PDBK students. Data analysis uses the Miles and Huberman model which consists of data collection, data reduction, data presentation, and conclusion drawing. <strong>Results: </strong> The results using Edward III's policy implementation theory show that from the communication aspect, the mechanism of conveying information between implementers runs well but is not evenly distributed among all teachers. In terms of resources, there are still limitations including the absence of Special Assistant Teachers (GPK), inadequate infrastructure, and no dedicated budget for inclusive education. From the disposition aspect, the program run by HWDI Sidoarjo has succeeded in significantly increasing teachers' understanding and commitment. From the bureaucratic structure aspect, the SOP for ABK student admission is already available, however the SOP for PPI preparation and teacher duty distribution does not yet exist, and there is still a coordination gap between levels of government. <strong>Novelty: </strong>This study offers a specific analysis of inclusive education implementation at a public primary school level by integrating the role of a disability organization (HWDI Sidoarjo) within Edward III's implementation framework, simultaneously identifying gaps in GPK availability, SOP completeness, budget allocation, and cross-governmental coordination — an approach that has not been widely examined in the context of state elementary schools at the district level.</em></p>Ana Alfianti, Hendra Sukmana
